In the liberated areas of Deir ez-Zor in northeastern Syria, civilian councils are set up to organize coexistence after the ISIS regime. A joint council has been set up in the villages of Sifera and Hisen in the west of Deir ez-Zor. The founding ceremony for the joint council was organized by the Civil Council of Deir ez-Zor. It was attended by representatives of the Women's Council, local administrations, residents of both villages, representatives of internal security and combatants of the Syrian Democratic Forces (SDF).

The ceremony began with a minute's silence for the martyrs. Thereafter, Co-Chairs of the joint council, Suzan Nur al-Ali and Al-Ahmad, held a speech in which they called the founding of the Council an important step towards democratic and political participation and women's liberation.
