Human Rights Association: 313 prisoners denied release

The Human Rights Association said that the release of 313 detainees has been prevented by the Administration and Monitoring Boards since 2021.

The Human Rights Association (IHD) held press conferences in many cities to protest the systematic prevention of the release of prisoners by the Administration and Observation Boards.

During the press conference held at the IHD branch in Ankara, co-chair Ömer Faruk Yazıcı said that the Administration and Observation Boards evaluate whether the prisoners are behaving well or not every 6 months.

Yazıcı said: "It has been decided that the Board, which will evaluate good conduct in accordance with the third paragraph of Article 89 of Law No. 5275, will be chaired by the Chief Public Prosecutor or the Public Prosecutor to be determined."

The human rights defender said that prisoners whose releases were prevented by the decisions of the Administration and Observation Board, their lawyers and their families sent numerous applications to the IHD, and added: “As far as the IHD has been able to determine, the release of at least 313 prisoners has been prevented more than once since the beginning of 2021, when the relevant regulation began to be implemented, and even the release of some prisoners in this group of prisoners continues to be prevented. Again, as far as we could establish, 48 of these prisoners were released after one or more decision to extend their execution. We would like to emphasize that 88 of the prisoners whose release was prevented are on our list of ill prisoners, and 42 of them are listed as seriously ill prisoners. Hayrettin Yılmaz, who was one of the seriously ill prisoners whose first parole was prevented in the year the regulation began to be implemented, unfortunately died in prison due to his illnesses.”
