The Human Rights Association (IHD) held its 12th congress in Hakkari (Colemêrg). Leyla Güven, co-chair of the Democratic Society Congress (DTK) and currently imprisoned in Sincan Closed Prison, participated in the congress by sending a written message.
In her message, she highlighted the Hakkari people’s ongoing struggle for freedom and emphasized that Abdullah Öcalan has opened a significant path toward peace.
Güven wrote: "It is time to turn the tears shed for peace into tears of joy through an honorable peace. A historic opportunity has emerged before us, and Mr. Öcalan has opened a significant path in this regard. The state must now prove its sincerity by taking the necessary steps, especially by releasing ill prisoners, and it must ease the public’s concerns." She added: "We can build a democratic republic together, but only if the necessary conditions are established and the obstacles preventing Kurds from engaging in democratic politics are removed."
Sibel Çapraz, co-chair of the IHD Hakkari Branch, said that the state’s continued insistence on a non-solution to the Kurdish question has further entrenched security-based policies, resulting in severe human rights violations. She described the Kurdistan Workers’ Party’s (PKK) 12th Congress decisions as significant and called on the state to take urgent steps to fulfill the demands of the current process.
Vezir Coşkun Parlak, MP for Hakkari from the Peoples’ Equality and Democracy Party (DEM Party), drew attention to the disparity between military spending and the budget allocated for public services. He described the PKK Congress as "a historic opportunity."
At the conclusion of the congress, Sibel Çapraz was re-elected as co-chair, while Ozan Akbaş was elected to serve alongside her as the new co-chairs of the IHD Hakkari Branch.
