Prisoner Nedim Yılmaz’s release denied arbitrarily for 7th time

The release of Nedim Yılmaz, imprisoned since the early 1990s, was arbitrarily blocked for the seventh time.

Nedim Yılmaz remains in Bolu Type-F High Security Closed Prison. Imprisoned for 32 years, Yılmaz’s release was denied again, this being the seventh refusal, by a decision of the Administrative and Monitoring Board.

Initially, Turkish authorities arbitrarily blocked Yılmaz's release just four days before his scheduled release date of 25 July 2023. The authorities justified this decision by claiming that Yılmaz was not displaying 'good conduct.'

Upon evaluating the objection to this initial decision, the Bolu Court of Execution rejected the appeal. Subsequently, an appeal made to the Bolu 2nd High Criminal Court also resulted in the same rejection.

Most recently, the Administrative and Monitoring Board convened on February 20 to evaluate Yılmaz's release. Prisoner Yılmaz was not invited to this meeting, and the decision was made in his absence, arbitrarily denying his release for the seventh time.

Newroz Uysal Aslan, Şırnak (Şirnex) Deputy of the Peoples' Equality and Democracy Party (DEM Party), brought the board's decision to the Parliamentary Human Rights Investigation Commission (IHIK), criticizing the arbitrary nature of these decisions and highlighting that no valid justification was provided.

Uysal Aslan emphasized that prisoners' freedom was being violated and questioned whether the Ministry of Justice had plans to abolish the Administrative and Monitoring Boards, pointing specifically to the arbitrary nature of their decisions.
