The trustee appointed by the state to Şırnak's Cizre Municipality has fired 90 employees and hired 150 people from AKP youth's and women's branches in their place. The municipality provides no service in the district apart from the improvement of the Tigris River shore, asphalt and concrete casting, lighting and installation of city surveillance cameras for “security” purposes.

Tenders that are meant to abide by open procedures are made closed and the winners are not disclosed.

The additional municipal building that served as a Health Center during the DBP administration is now operating as a kind of AKP's women's and youth's center under the name of 'Cultural Center'. The employment of new workers is arranged here.

The workers that were employed after the appointment of a trustee do not even come to the municipality, because of which the heavy workload is imposed on the old workers hired during the DBP administration, who are thus forced to work instead of the newly recruited AKP members. The old employees are threatened with being fired and with being replaced by other people to be elected by the trustee.

C.D. who is working at Cizre Municipality for 7 years, spoke to ANF regarding the current situation and told the followings:

"Many have been fired, especially from among the employees working outside in the field. The fired workers are being replaced with members of AKP youth's and women's branches and some other people close to them. These people do not even come to the municipality since their recruitment, and the workload is laid on former workers. If you refuse to do this work, you get threatened with being fired.

Subcontractor firms are also subjected pressure and threat. They are forced to reduce the number of workers and make the remaining workers do and finish all the work. 90 workers have been fired from Cizre Municipality since the trustee was appointed and took over the administration. In the place of these workers, 150 people proposed by the AKP have been hired. Not only subcontracted but also contracted employees are being hired in this way.

The additional building that served as a Health Center during the DBP administration has now been turned into a Cultural Center but operates as a center for the organization of AKP's women's and youth's branches. The building is being used as AKP's district office.

All the tenders are made secretly and it is not disclosed who win them.

There has been no increase in the services given by the municipality since the appointment of the trustee. They are just conducting some work for their own security. They do nothing else.”
