According to the Press Center of the People's Defense Forces (HPG), clash erupted with Iranian troops on 19 June in the Hasaniya area of the Salmas region in Eastern Kurdistan. The statement said, "Despite the fact that our forces did not engage in any attack against Iranian forces, the Iranian military launched an attack, resulting in a clash during which our comrade Dilşer Mizgîn fell a martyr."

The People's Defense Forces introduced Dilşer Mizgîn (Nayim Uğurli) as follows: "Our friend Dilşer Mizgîn was born in a patriotic environment in Van. From his environment, many joined the Kurdish struggle for freedom. Dilşer also felt interest in the fight at an early age. He got to know the reality of the enemy in the form of the rule of the AKP/MHP government up close. He could not accept the extermination policy against the Kurdish population and turned to the mountains of Kurdistan. Our vcomrade Dilşer had a strong desire for a free Kurdistan. When he joined the guerrilla, he participated in all the activities with great enthusiasm and dedication. He set an example to his friends with his youthful and dynamic attitude and made a deep impression in their hearts through his self-sacrificing involvement. Until his death he fought with great determination for the freedom of our people.

Due to the death of our friend Dilşer, we extend our sincere condolences to his family and to the entire patriotic Kurdish population. We renew our promise that we will continue relentlessly the struggle to realize the dreams of our martyrs."
