Hakkari: A city ruined by trustees

After the appointment of a trustee to the then HDP-run Hakkari Municipality, the city quickly deteriorated. In 2015, the the DBP-run Hakkari Municipality was seized by the AKP and a trustee was appointed.

Hakkari Municipality remained governed by a trustee until the 31 March 2019 local elections. During the trustee government between 2015 and 2019, no services were provided to the people of Hakkari, and all services which had been provided by the BDP when it was governing were stopped or even cancelled. All neighbourhoods, especially the center of Hakkari, have quickly deteriorated.

The trustee era in Hakkari Municipality ended 4 years later, on 31 March 2019 after the local elections which were won by the HDP. The people of Hakkari clearly expressed their will. In the first 6 months of its government, the HDP repaired roads and sidewalks, asphalted streets and brought clean drinking water to the city. Hakkari once again became a clean city, but on 18 October 2019, the AKP government once again dismissed the democratically and freely elected HDP co-mayors and replaced them with trustees. And once again public services were disrupted. Hakkari, which has been under trustee for about 7 months, lost the modern city feature it had acquired under the HDP.

In the summer months, Hakkari city center and neighbourhoods appear abandoned. Roads are not cleaned. Holes formed in the main streets and alleys affecting life negatively. When it rains, the city center is covered in mud and ponds. Even walking on streets, where even cars have trouble entering, has become almost impossible. Despite the protests by citizens, no steps have been taken to date. Hakkari Municipality, which should serve the public, only serves soldiers and police. The trustee works for the outpost and barracks using all the facilities of Hakkari Municipality.

A citizen from Hakkari, who did not want to be named for security reasons, said the city's situation is deplorable. Indicating that very deep pits have formed on the roads, the citizen added: "Roads have been abandoned. The trustee knows the situation but doesn’t act. Trustees are not here to serve citizens. We don’t want them. We expressed our will and elected our mayors but the government usurped our will.”
