After the arrest of co-mayors of DBP-held Hizan, Mutki and Yolalan district municipalities of Bitlis, trustees have been assigned to all the three municipalities.

Hizan district governor Bülent Hamitoğlu has been assigned as a trustee to Hizan and Yolalan municipalities, and Mutki district governor Mehmet Kılıç to the Mutki municipality.

Hizan Co-mayor İhsan Uğur, Mutki Co-mayor Özcan Birlik and Yolalan Co-mayor Felemez Aydın were detained as part of political genocide operations on December 14 and formally arrested by court on December 20 for allegedly "being member to a terrorist organisation" and "aiding and abetting a terrorist organisation".
