EU funded Turkey through monetary aid

According to a leak to the Reuters Agency, Germany demanded the monetary aid to Turkey to be stopped. Turkey has received 4.7 billion Euros in EU Monetary Aid via the IPA between 2007 and 2013, and was expected to receive 4 billion 453 million Euros until 2020.
Between 2007 and 2013, Turkey was assigned 4.7 billion Euros in the first phase as part of the Instrument for Pre-accession Assistance (IPA). These funds were used as 1667 million Euros in Transitional Period and Institutional Structuring, 20 million Euros in Transborder Cooperation, 1778 million Euros in Regional Development, 473 million Euros in Development of Human Resources, 854 million Euros in Rural Development, 4.7 billion Euros in total.
Also as part of the EU Harmonisation laws, the funds allocated for phase 2 between 2014 and 2020 are planned as 1581 million Euros for Preparation to Union Membership, 1525 million Euros for Socio-economic and regional development, 435 million Euros for Human Resources Development, 912 million Euros for Agricultural and Rural Development, 4.453 million Euros in total. Due to the crisis between the EU and Turkey, only 200 million Euros of Monetary Aid have been used in the last 3 years while a large portion of the funds were on hold.
On the other hand, out of the 3 billion Euros promised by the EU as part of the refugee deal made in 2015, 790 million have been used and the rest was opened for use on a project basis.
As part of the accession talks between Turkey and the EU, the total funds transferred to Turkey as part of the IPA for the harmonization of Turkey’s economy to the EU and the Refugee Deal will exceed 10 billion Euros. Turkey has used 5.6 billion Euros of EU Monetary Aid since 2007, and whether the aid will be cut or not will be determined by how the crisis between the EU and Turkey develops.
