Hayri Kozakçıoğlu, former governor at the time of the Emergency Rule Region (OHAL) in the late 1980s, has been found dead at his home in İstanbul's Sarıyer district on Thursday.

Kozakçıoğlu, a retired Turkish governor and politician, had served as district governor, police chief, provincial governor in various places. He was the first regional governor in the state of emergency imposed on eight provinces in southeast Turkey in the 1980s.
