Sakine Cansız, a co-founder of the Kurdistan Workers Party (PKK), Fidan Doğan, representative of the Kurdistan National Congress (KNK) in Paris, and Leyla Şaylemez, member of the Kurdish youth movement, were killed three months ago but there is still a strange silence in France about this murder. The assassination took place in the Kurdistan Information Office in the French capital Paris on 10 January 2013
French prosecutors have arrested Ömer Güney on suspicion of murder on 21 January. French authorities have remained silent since the press conference confirming the arrest of Güney, who is still in prison.
Kurds said they gave the necessary support to the French authorities through the Federation of Kurdish Associations in France (FEYKA). French President François Hollande also said the investigation was important to them and that the French authorities would shed light on the killings. But on the French side only speculations have been made. The families of victims who, just like FEYKA executives, said authorities hadn't shared any information with them. The only new piece of information is the statement of FEYKA President Mehmet Ülker who said they had written a letter to the French President who however replied that “The investigation is going on. Our Ministry of Justice and relevant authorities are working on it”.
In the meantime some Turkish media organs close to the AKP government have reported news on Ömer Güney's relations with Ankara. These reports however provide no new information apart from Güney's adventures in luxury hotels. They shed no light on what he did in Ankara or on his passport procedures and his relations there. Some unconfirmed news say that the France state refused Turkey's demand to interrogate Güney. However, in the statement BDP (Peace and Democracy Party) deputy co-chair Meral Danış Beştaş made, it is said that the Turkish government, which was strongly suspected of having had an hand in the murder, hasn't carried out a healthy work on the issue either. BDP executives complain that they have not been able to receive any concrete information from French authorities they met.
Germany is another “center” in relation with the Paris killings considering the news on the fact that Ömer Güney lived in Germany for many years and was involved in various “incidents” there. However, there is a strange “silence” in Germany as well. In this respect, the attitude of the Dutch state should also be taken into consideration because Güney was taken into custody in Holland on 3 December 2012 and released soon after bearing testimony to the prosecutor. It still remains unclear what the context of his testimony was and why he was released.
Clearly Kurdish organizations in France and the PKK (Kurdistan Workers' Party) are very concerned about the slow pace of the investigation into the Paris killings.
The KCK (Kurdish Communities Union), PKK, Kurdish leader Abdullah Öcalan have called on the French state to shed light on the genocide and put emphasis on the strategic importance of the subject.
However, Kurds think in the present situation that the French state has failed to fulfill its responsibilities. In this respect, columnist Saadet Oruç from Star made a significant point, saying “The “inertia” of the French judiciary is making the hazy weather worse”. She wrote this because Ömer Güney's lawyer Anne-Sophie Laguens, appointed by the Bar Association of Paris, said to her that “Güney will not appear in court before 18 months. That is 2014, maybe even 2015”. The lawyers of the families of the victims say that they have not been provided with much information about the investigation either. One of the lawyers, Jean-Louis Malterre, said they had no information about the current stage of things.
In other words, French authorities are slowing the investigation, while sources of the Paris prosecutor also indicate that the investigation process will take much longer than expected. Some more interesting information can be obtained by getting inside the issue and question some of its aspects. Is the French state laying the groundwork for the extension of the investigation by hospitalizing Ömer Güney?
According to some information, there is a big hospital in the prison where Ömer Güney is staying. It is said that Güney has been hospitalized from time to time so far but also that he has been staying at this hospital for a longer period time recently. It is not known whether he is being brought to hospital because of a health problem or “other reasons”. One other point to be mentioned is the already known fact that the French state carries out joint work with Turkish prosecutors and police forces against the PKK. It is claimed though that the French state didn't accept Turkey's demand to interrogate Güney.
The meetings and agreements signed within the scope of the “security-economic cooperation” between Paris and Ankara bring along the need to have a more cautious approach towards the information provided by both countries.
FEYKA President Mehmet Ülker said Güney could appear in court 18 months later or even much later. Referring to the letters FEYKA sent to French Presidency and Prime Ministry about the subject, Ülker said in reply to the letters they had been said “Your questions relate to the Ministry of Justice”.
Ülker said they also find it interesting that France authorities have extended the time of the investigation that much.
Ülker added that FEYKA would organize a mass demonstration and send a letter to the French Ministry of Justice on the 100th day since the killings.
