It has emerged that Diyarbakır (Amed) Governor's office had instructed the hospitals in the city to be prepared for “probable injuries and deaths” in a written decree issued on 2 June.
A decree issued by Governor's office on 2 June and sent to public institutions in Amed reveals that the Turkish state has made preparations for the bloody attack perpetrated at the HDP rally in Amed today.
The document was undersigned by vice governor, Mehmet Demir, and sent to Amed Metropolitan Municipality, Dicle EPSAŞ Directorate (Electricity Distribution Company), 9th Regional Directorate of Highways, 10th Regional Directorate of DSİ (State Hydraulic Work), Forestry Operation Directorate, Provincial Health Directorate and the General Secretary of Public Hospitals Union.
The document said security measures have been taken for the HDP rally at İstasyon (Station) Square to be held on 5 June and listed the so-called measures taken.
The most striking part of the measures reads: “The General Secretary of the Public Hospitals Union shall review all of the capacity (building, material, equipment, personnel) in consideration of probable injuries and deaths and shall make internal regulations where necessary”.
