Torture of ill prisoners
Twenty nine years old prisoner Hasan Kaçar has been jailed for ten years now. He became ill while he was being held in Van F Type prison in 2006. He received enteritis treatment for two years before it came out that he had been wrongly diagnosed and given wrong treatment.
Kaçar suffers from ankylosing spondylitis disease, which is a chronic and painful disease leading, after some time, up to osteolysis on the vertebra and kyphoscolioses on the back. The disease also harms the intestines, kidneys, livers and the heart. He already has a cyst on the liver and the gall bladder and his immune system is not working properly. The pain he is witnessing force him to move very slowly.
Kaçar also suffers from constant weight loss and is also facing the risk of leukaemia due to the medicine he is taking.
Following an examination of Kaçar in July, Forensic Medicine Institution (ATK) said they would treat the man again after he spends three more months in prison, and then decide whether he needs to be released or not. No step has however been taken yet for the treatment of Kaçar whose health has deteriorated much more during this period.
Fifty six years old Salih Tuğrul is another ill prisoner facing the same fate with Kaçar. He is serving a life sentence and has been jailed for 16 years now. He had a heart attack and got paralysed after his transfer from Siirt to Metris prison in 2007.
He lost all his reflexes and memory on 29 December 2012. He cannot speak and slavers at the mouth. He cannot walk alone, or can never climb up stairs, and is able to take only small steps when helped by his friends. He wets his clothes and tries to make his toilet in wards which he thinks are the bathroom and the toilet.
Four months ago, Forensic Medicine Institution ruled that Tuğrul should be provided with physical treatment and rehabilitation treatment in prison for three months, afterward be treated again and have mri scan at the ATK. No step has been taken so far for his treatment either.
