Urgent call for aid for 180 thousand people from Kobanê

Out of 180 thousands of people from Kobanê who had to leave their town following the savage attacks of ISIS, which began on 15 September, some 48 thousand have arrived in the border district of Suruç in Urfa province. While the basic needs of the refuges from Kobanê, including the building of the tent cities, are being met thanks to a mobilization by the local people, only 6 thousand of them have been provided shelter in tents set up by the state institution AFAD.

The Kobanê Crisis Coordination has recently prepared a report on the urgent needs of the refuges as the winter approaches, also giving detailed information about the conditions the refuges are facing. The Coordination has reiterated its call for aid mobilization in order to meet the needs of the refuges ahead of the challenging winter conditions.

According to the report of the Coordination, 35 thousand people from the besieged town are currently staying in Urfa, 15 thousand in Birecik, 4 thousand in Siverek, 600 in Ceylanpınar, 3 thousand in Hilvan and 12 thousand in Bozova.

In addition, 20,101 Kobanê citizens are staying in Suruç, 9864 in tents in Suruç centre and 17 thousand in other villages in the district, struggling to live under challenging conditions in houses, unfinished buildings and warehouses. On the other hand, only 6100 of them have been able to take shelter in tents set up by the state institution AFAD, despite the Turkish government alleging that it welcomed all the people from Kobanê.

Refuges from Kobanê are also being accommodated in some other cities across North Kurdistan, including 11 thousand in Amed; 4 thousand in Mardin; 5500 in Adıyaman; 4500 in Gaziantep; 3 thousand in Malatya and 1800 in Antalya. While between 25 and 300 thousands of people from Kobanê are predicted to have moved to other cities in Turkey and North Kurdistan, 7 thousand of them have reportedly crossed into South Kurdistan so far.

According to the report, there are currently 46,865 people in the Suruç district, among whom 4916 are made up of of children of 0-3 age group.

The distribution of the total 9,864 people from Kobanê living in tent cities in Suruç is as follows; 488 families with 3037 members in the Arîn Mîrkan Tent City, 170 families with 1100 members in the Suphi Nejat Ağırnaslı Tent City, 220 families with 1100 members in the Rojava Tent City, and 257 families with 1471 members in the Kobanê Tent City.

A new tent city composed of 382 tents is currently under construction to host more people in the coming days.

The report of the Coordination stresses that the most important problem at the moment is heating in the tents in face of already severe winter conditions. The report also says food for breakfast, especially energy giving ones is also among the mostly needed items.

According to the report, 240 lorries of aid reached the town so far through the solidarity network formed by a coordination led by the Party of Democratic Regions (DBP), Democratic Society Congress (DTK), Peoples' Democratic Party (HDP) and the Association of Solidarity and Aid for Rojava.

While the main items of aid delivered here consisted of cloth, food and sheltering material, 87 lorries and 1 truck of aid crossed into Kobanê after the beginning of the attacks. According to the report, a total of 840 lorries of aid have been sent to Kobanê in the last two years. All the aid sent is being recorded by the Red Crescent. The aid has to be first donated to Red Crescent which itself later sends them into the town in order to ensure the border crossing without problems.

The report further consists of a proposals section listing what must urgently be done in order to meet the needs of the refuges.

The proposals listed in the report are as follows:

*The international community and all the democratic powers must urgently take concrete steps to stop the ISIS gangs attempting to throttle the Rojava Revolution.

* The peoples of Turkey and Kurdistan must mobilize for meeting the needs of the people from Kobanê who were displaced and forced to migrate because of the war going on in their hometown. More support must be provided to the aid campaigns initiated in order to meet their needs in face of winter conditions that necessitate more blankets and winter clothes.

* The coalition air strikes must continue more effectively in order to blockade the shipment roads of the ISIS, and steps must be taken to eliminate its financial sources.

* All the convenience must be provided in order for the delivery of military and and humanitarian aid into Kobanê and a safe corridor must remain open until the ISIS threat is completely eliminated.

*The Turkish government must put an end its historical coding of Kurds as a threat and immediately recognize the three cantons of Rojava; Efrin, Cizir, and Kobanê.

* The government must immediately stop its policy for a buffer zone which serves nothing but creating a lack of confidence in the relationship between Turkey and the Kurds, and isolating the Rojava Cantons.

* Urgent steps must be taken for the gathering of the national congress; unity around a common defense strategy must be built.

* International support for the rebuilding in Kobanê which has been devastated by heavy weaponry attacks must be organized.

* The basic needs of tens of thousands of people are met by the Coordination formed by DBP, DTK and the HDK. The Turkish state, UN and UNICEF must provide the required support in dialogue with the Coordination.

* The Turkish government must stop its blackmail policy over the wounded, as well as its arbitrary implementations and repression in the hospitals where the treatment of the wounded is continuing.

*The registration of all the refuges from Kobanê by AFAD must be completed soon and all the health services must be provided without a discrimination between the people sheltered inside and outside the camps identified by the AFAD.

* Basic health services must be integrated to family physicians.

* Imposition of contribution margin and extra cuts in medicine must exclude the people from Kobanê.

* Air ambulance system for transferring the wounded to other cities must be developed.

* In line with the health services provided for Kobanê people, programs of psychological and social support for the people from Kobanê must be planned and pursued.

* The vaccination program of the Health Ministry must also be applied to people of Kobanê, a campaign must be started for this purpose.

* All the women organizations in Kurdistan, Turkey as well as the international arena must mobilise for the women from Kobanê traumatized by the war.

* More voluntary women activists are needed to establish a healthier communication with the people sheltered in tents, especially with women.

* In face of the huge inflow of refugees, the infrastructure of the tent cities is far from being sufficient. The infrastructural work in the tent cities must be completed before the winter conditions get harder. Especially the infrastructure for the heating of the tents must urgently be established. Support is needed for this work.

* Prefabricated schools must be built to provide education for the children in the tent cities. Voluntary teachers who can teach Kurdish are needed.
