Report on Bolu prison reveals apalling conditions

Parliamentary Human Rights Sub-Commission completed its review in Bolu Closed Penal Institution and F-Type High Security Closed Penal Institution.

In the report prepared, it was stated that Bolu Closed Penal Institution, where the ward system is practiced, is over its capacity and the physical conditions are as bad as unlivable.

It was stated in the report that “Detention, arrest and conviction cases are clearly permitting the abuses of human rights and health, which is the reflection of the situation on health field”.

At the beginning of 23. Period 5. legislative year, Parliamentary Human Rights Sub-Committee reported the review on F-Type and Closed Penal Institutions in Bolu, which are the primary among penal institutions that made maximum petition application in the former legislative year.

The prominent titles among the claims and complaints specified by the prisoners in Bolu F-type reflected to Sub-commission's report are as follows;

“Disciplinary penalties are applied arbitrarily, the judging of execution favors the administration when applied against disciplinary penalties, prisoners (even if they come from another type of F) are bodily undressed –in front of everyone- in the first introduction to the penal institution, and beaten if they do not accept, as a result of exposure to violence; even if a doctor report is taken, the administration makes self-defense as it had to use force because of resistance and this defense is considered.

To Sub-commission's report, prisoners expressed their accusations and complaints about the management and administration, like; "In particular, those sentenced to life imprisonment are in a serious isolation, there exists a serious favoritism of fellow townsman between the staff in the institution and the created 'A Team' cannot be accused of any illegal practices on prisoners”.

In the report completed after commission studies, it was stated that Bolu Closed Penal Institution is over its capacity and the physical conditions are as bad as unlivable.

In the report underlining that the detention, arrest and conviction cases are clearly permitting the abuses of human rights and patient rights, which is the reflection of the situation on health field, it was expressed that the wards are very crowded especially in closed penal institution, food is poor quality and repeating and hot water is not enabled enough.
