Tevgera Azadî announces project to overcome the South Kurdistan crisis

Tevgera Azadî Civaka Kurdistan (Kurdistan Free Society Movement) has announced its project for a solution to overcome the current political and economic crisis in South Kurdistan.

Tevgera Azadî Civaka Kurdistan (Kurdistan Free Society Movement) has announced its project for a solution to overcome the current political and economic crisis in South Kurdistan.

Speaking at the related press conference in Sulaimaniya, chair of Tevgera Azadi Mıhemed Abdulla said the project has been prepared with a view of free and equal society and democratic and just system, and contains many important titles.

The project by Tevgera Azadî is as follows:

REGARDING THE POLITICAL SYSTEM

First of all, the Parliament of South Kurdistan must repeal the current government formed by five political parties and form a new temporary government composed of intellectuals and well-known independent persons within 45 days. The tenure of this new government must be between six months and a year and it must hold responsibility for early elections. This government must also stand against any probable election fraud and undertake the task of coming up with a solution to the problems and the crisis. It must hold responsibility for the files in Baghdad.

Democratic and egalitarian constitution

The parliament must accelerate its works for the preparation of a new constitution, which has to be democratic and egalitarian. The draft of the constitution must be made ready within 3 and 6 months and this must be followed by a referendum.

Self-governance is a must

With the support of the Iraqi constitution, the model of self-governance must be taken as basis in order to avoid two separate administrations in the region and disintegration of South Kurdistan. Democratic regions must be formed in order for the development of a democratic administration.

Peshmerga must be kept out of political conflicts

Peshmerga forces must remain in position of defense and kept out of political conflicts without resorting to violence against the people who take to the streets in protest at the policies of the government. Police, Asayish (public security) forces and intelligence forces must also be kept out of in political conflicts and perform their own duties, which must be to ensure the people's security of life and property.

REGARDING THE ECONOMIC SYSTEM

Natural sources must be taken from the possession of political parties

Oil, gas, tax, customs and annual budget of the region must be made transparent by the central government, taken from the possession of political parties and handed over to the related institution within the government. Agreements made with big companies, neighboring countries and Iraq must be reviewed. Relations with the central Iraqi government must be normalized and the problems, primarily those related with the budget and salary issue must be resolved. Amendments must be made in the salary system on the basis of international standards. Unpaid salaries must be paid. All the privileges recognized for Baghdad must also be recognized for the region.

REGARDING THE SOCIAL SYSTEM

Urgent action plan needed

An urgent action plan must be prepared in order to overcome the existing political, economic and social crisis. In order to prevent mass migration, the political, economic and social crises must be brought to a solution. Youth must be positioned on a scientific ground on the basis of international standards. Fields of employment must be extended in order for the citizens to lead a social and normal life. The society must be provided education on the basis of patriotism, cultural and moral values.

Co-presidency must be laid down as a condition

A quota of 40 percent must be implemented in order to obviate femicide, ensure gender equality and women's participation in the administrative system. Equality between men and women must be ensured on the basis of laws and the system of co-presidency must be laid down as a condition. Perpetrators of femicide mustn't be forgiven under any conditions and terms.

REGARDING THE RIGHT TO DEMONSTRATE

Armed attack must be recognized as a crime of massacre

The society must be able to raise their democratic demands massively rather than in separate, small and unorganized groups. Armed attack against the demonstrators and causing casualties must be recognized as a crime of massacre. Answering the demands of demonstrators must be considered as essential. Demonstrators must form democratic people’s assemblies in all cities and towns. The ruling powers must be deprived of the right to dispose the demands of demonstrators.
