The Republican Peoples Party (CHP) presented a ten point solution offer to Parliamentary Speaker Cemil Çiçek for a solution to the Kurdish problem in Turkey. The solution offer by CHP also consists of the establishment of a Committee of Wisemen to act in coordination with the Parliamentary Commission for Social Agreement.
Here is the ten point solution offer put forward by CHP;
1- As the Kurdish problem continues to remain at the top of the agenda of our country, the deadlock in this respect leads to continuation of violence and terror actions. Losses of lives are lived, human and economic resources of the country are wasted every day.
2- The history of Turkish Republic is full of evidences proving that the Kurdish problem cannot reach a conclusion by means of security-oriented policies. According to figures by the General Staff, 11735 security officers, around 30000 PKK members and thousands of civilians lost their life between 1984 and April of 2009. The number of victims of unidentified murders isnt included in these figures.
3- Bitter experiences have obviously revealed that alternative choices other than security-oriented policies should be put into practice in the face of an undeferable necessity. In this context, there is a need to rearrange the political area and to put new instruments into practice in order to ensure a democratic solution that will enable social peace. The initiatives put forward by different governments so far in respect to the Kurdish problem have failed to come up with desired solutions.
4- The Parliament is the fundamental address of the basic problems that concern the entire society. The solution of the Kurdish problem requires a national agreement.
5- The society wants to be recovered from the deadlock environment that leads to constant increase of polarization and tension. The people of Turkey ask for a solution to ensure peace, rest, trust, security and prevention of further deaths.
6- It is not acceptable or explainable that the Turkish Parliament, which is in search of reaching conciliation for the new constitution, doesnt give a similar effort in respect to the Kurdish problem.
7- On the basis of this consideration and reasons, we see it necessary that a process and mechanism should be constituted under the governance of the Turkish Parliament concerning the Kurdish problem. The purpose of our proposal gives an effort to enable a direct and constant dialogue opportunity among political parties, to minimalize diversities of views and approaches and to ground the political language on conciliation and democratic solution. We trust this problem could thusly stop being a matter of polemic, attrition, superiority and defeat among political parties.
8- Our offer proposes the establishment of a Committee of Wisemen to act in coordination with the Parliamentary Commission for Social Agreement.
9- The Parliamentary Commission for Social Agreement shall consist of eight members, with equal participation from all political parties in the Parliament. The Committee of Wisemen shall in the same way consist of 12 members with equal participation from the political parties. The Commission for Social Agreement shall determine not only its own work methods and rules but also the mission of the Committee of Wisemen.
10- There is a need to determine the operation and development of the process for seeking for social agreement.
