BDP (Peace and Democracy Party) deputy Ayla Akat Ata has tabled a motion asking about 29 year old prisoner, ankylosing spondylitis patient Hasan Kaçar who currently cannot walk nor move, using wheelchair and living on serum therapy.
Ata reminded that there are currently 526 ill prisoners, 154 of whom are facing critical situation, in Turkish jails.
Pointing out that the only precaution taken for Hasan Kaçar has been his transfer to Metris R Type Prison, BDP deputy remarked that this prison has turned to a concentration camp under the cover of rehabilitation, adding that Kaçar's health has deteriorated since his transfer.
Ata asked if there has been any action taken for Kaçar's release, addressing the following questions to the Minister of Justice, Sadullah Ergin.
-How many prisoners have lost their life in prisons since 2002? What are the reasons for these deaths, and their distribution by years and prisons?
-The figures released by the Ministry of Justice in 2013 reveal a remarkable increase in the number of the prisoners died in jails in the last three years. Which conclusions has the Ministry reached as to the reason for this increase?
-Considering the fact that this increase indicates a structural problem in prisons, has the Ministry carried out any projects in order for the solution of these problems?
-Does the Ministry consider taking any steps in response to the strong criticism it has received concerning the Rehabilitation Type Prisons that it offers as a positive development for the treatment of ill prisoners?
-Are there any plans or intentions for spreading the R Type Prisons that have been put forward as a pilot study?
