Öcalan: Legal guarantees essential for the process
The HDP (Peoples' Democratic Party) delegation for İmralı talks, made up of Group Deputy Chairs Pervin Buldan and İdris Baluken, Istanbul MP Sırrı Süreyya Önder and DTK (Democratic Society Congress) Co-chair Hatip Dicle involved for the first time, issued a statement providing details of the meeting with Kurdish people's leader Abdullah Öcalan in İmralı prison yesterday.
The delegation said that the meeting witnessed a detailed discussion and assessment of the current phase in the process of resolution, the AKP government's current approach and policies, works for the Kurdish National Congress and latest developments in the Middle East, those in Kobanê and Rojava being in the first place.
According to the delegation, the Kurdish leader said he has shaped in general terms the "Peace and Democratic Negotiations Process Draft" he has been working on for a long time, the draft is being discussed with the state delegation in detail, and both sides have come to an agreement on it being a framework to form the basis for negotiations as of the point arrived at so far.
The statement said this negotiation draft has also been shared with the HDP delegation and will soon be submitted for the review, proposal and contribution of the people.
The HDP delegation will discuss the 'Solution Offers', Titles for Negotiations' and 'Action Plan' parts highlighted in the draft with all the sides of the process, and convey the revealing results back with the Kurdish leader.
The delegation said that the PKK (Kurdistan Worker's Party) leader stressed very clearly and determinedly that it was essential to provide legal guarantees for the attainment of a democratic resolution in all the phases to follow, and that it would not be possible to accomplish the objective of definite peace and democracy without these guarantees.
In this regard -the delegation said- the unacceptable conviction of the peace groups during and after arrival in Turkey in Habur process, and the enhancement of construction of military guard posts and hydroelectric power plants (HES) instead of an appreciation of the withdrawal march of the guerrillas at the beginning of the process were also discussed in detail.
The HDP delegation said that; "The PKK leader called on the Turkish state and government -which failed to make the necessary legal arrangements despite all the insistence and warnings voiced by him up to today- to treat the issue on a self-critical ground, and to do its part in the following process basing on the lessons drawn from so far."
Öcalan also emphasised that a democratic resolution to determine the future of the entire Middle East could be attained on conditions that sides carried on the process in a serious, right and determined way. The Kurdish leader warned that the regional chaos would otherwise get deeper and the pro-coup mechanics would accomplish a result.
According to the delegation, the Kurdish leader put emphasis on the importance of formation of a "monitoring commitee" to supervise a "consolidated ceasefire" in the event that negotiations are initiated following the elimination of all legal gaps. He said this was the only way to ensure "public peace", an issue often confronted as a factor risking the process.
The Kurdish leader also extended his greetings to the fighters in Kobanê and Sinjar resistance, to the people of Rojava and South Kurdistan, and all the peoples and political circles in solidarity with the Rojava resistance, as well as to the Women's Movement that has extended the struggle from Middle East to the entire world, and to all the political prisoners.
