PSOE and Catalan party ERC agree negotiation political table

The pact facilitates the abstention of the deputies of ERC to allow the investiture of Pedro Sánchez.

The Spanish PSOE (Socialist Party) and the Catalan party ERC (Republican Left) has reached an agreement which establishes the creation of a "bilateral table for dialogue, negotiation and agreement" to resolve "the political conflict" in Catalonia. 

In the two-page document, the acting central government undertakes to maintain an "open dialogue on all the proposals submitted" by the pro-independence activists and parties, that will contribute their ideas "with freedom of content" and "without limits other than respect for the principles that govern the democratic legal system."

The pact facilitates the abstention of the deputies of ERC to allow the investiture of Pedro Sánchez.

The bilateral dialogue table will begin its work within 15 days from the formation of the Government, according to the document, although the Generalitat is presided by Quim Torra (Junts per Catalunya). Both parties agree to submit "where appropriate" to a "consultation of the citizens of Catalonia" of the agreements reached in that negotiation "in accordance with the mechanisms provided or that can be provided [by changing the law] under the legal-political system."

The Government has always denied the possibility of a self-determination referendum. The text does not quote the Constitution at any time.

The negotiation table is a new body, since the document clarifies that it will be coordinated "with other existing institutional and parliamentary dialogue spaces" which, according to the text, "should be enhanced". Among others, the Generalitat-State bilateral commission that includes the Statute of Autonomy of Catalonia and the table of parties in the Catalan Parliament.

The pact summarizes the situation in Catalonia as "a political conflict" and ensures that "it can only be resolved through democratic channels, through dialogue, negotiation and agreement, overcoming its judicialization."

In the agreement, both parties undertake to establish "mechanisms" to ensure "maintenance" of the dialogue table and "compliance with the agreements" they reach.
