Xelîl: Autonomous Administration is a model

Participants to the two-days Syrian Dialogue Workshop agreed on a number of issues and the need for unity.

The second day of the Syrian Dialogue Workshop, organized with the slogan “Let's rebuild and develop Syria” in Girê Spî, saw the participation of many political organisations, opposition representatives, academics and personalities from all over Syria.

The last session of the workshop titled “Mechanism of democratic and secular opposition union” was opened by a presentation delivered by TEV-DEM executive, Aldar Xelîl.

Autonomous Administration, a solution model

Xelîl said that the regime had the opportunity to continue to implement its policies because of the special war policies and the military and political conditions of the current opposition. “A radical solution is needed to overcome the Syrian crisis. The democratic project that guarantees the rights of all people and beliefs is the only solution. The democratic nation is the most appropriate solution model to implement democracy, freedom and the common life of the peoples”.

Xelîl said that the Autonomous Administration system would be the solution of all ethnic problems in Syria, beginning with the Kurdish problem. He underlined that this system does not take the country as its basis.

“The autonomous administration system has no purpose of establishing a new nation-state. - he said - The only desire we have is the self-governance of the people”.

Xelîl went on listening a number of issues that the Syrian forces needed to agree on for a political settlement:

* The central sovereign system must end. Instead, a democratic, decentralised system should be established in which all the colors and segments of Syria will participate.

* Fight against radical jihadist groups. All peoples, beliefs, sects, and formations of Syria should be respected and the territorial integrity of Syria should be ensured.

* All forces and organisations in Syria must actively combat and work to reach a common solution formula.

Need for a solution congress

Aldar Xelîl also listed some of the tasks that should be fulfilled as soon as possible:

“All sectors with a belief in a peaceful and democratic solution should be able to cooperate for the solution project.

A Syrian Democratic and Peaceful Solution Congress should be held with the participation of all political, social and civilian forces under the auspices of the United Nations.

With this congress, a Temporary Solution Council should be established, where all the people and beliefs are represented. The congressional Council should work to achieve a ceasefire in the whole country and work for the release of political prisoners.

The Council should set up some committees linked to it. The first purpose of these committees should be the preparation of a democratic constitution to be approved by all Syrian peoples."

Understanding the opposition unity issue

The participants at the workshop announced the jointly agreed articles as a result of the evaluation and discussion which followed Aldar Xelîl’s presentation.

All the participants agreed on the importance to ensure the unity of the Syrian opposition.

“The territorial integrity of Syria must be guaranteed”, agreed participants. “It is unacceptable - they said - that the interests of foreign states are superior to the national interests of Syrian people. We also reject the demographic structure of the region and the forced migration. We announce our demand for the release of political prisoners and the establishment of a democratic system”.

Emphasizing that the Syrian territory does not belong to a single people or family, participants recalled how “many civilizations have settled for centuries on the Syrian territory. Every civilization wanted to destroy the identity and rights of the people. This is the main reason for the crisis in Syria”.

The participants also decided to widen the Syrian national dialogue.
