The third Congress of the Syrian Democratic Council (MSD) took place in Tabqa.

The final declaration states the following:

"The Syrian Democratic Council (MSD) held its third Congress on July 16, 2018 in Tabqa under the slogan 'Towards a political solution and a decentralized, democratic Syria' with the participation of 300 delegates and representatives of the Syrian Democratic Forces (SDF), political parties, domestic and foreign personalities, self-government institutions and civil society representatives.

The congress received dozens of greeting messages from Kurdish and Arab parties as well as structures from all sectors of society. The messages supported the congress and greeted its struggle in the current process Syria, the Middle East and the world is going through.

In the current phase there is a need for assuming responsibility for a democratic and organized perspective. This must be implemented beyond the aspirations of parties. On this basis, the Syrian Democratic Council is a roof of the Autonomous Self-government and its civilian councils and Syrian Democratic Forces. Congress participants have emphasized that a political solution and dialogue are the way out of the crisis in the country.

After the speech of the Co-Chairs of the Council, speeches were made and congratulatory messages were delivered. Then, the activities of the Council were detailed and evaluated, and the working reports of the offices and statutes of the Council were read and amended.

There have been some changes in the Council’s statute. With the amendment, it was made clear that the solution of national problems represents a basis for the solution of social problems, and the rights of all components of the society were treated on an equal basis.

The participants considered the founding of the MSD as a step towards solving the Syrian crisis and stated that the Council's proposed solutions could provide a solution to the crisis in the entire Middle East. It was stressed that the Kurdish, Arab, Syriac, Assyrian and Turkmen populations expect the building of a democratic Syria.

At the congress many decisions were made and amendments were made in the statutes. It was emphasized that the decisive strategy of institutionalization and brotherhood that will determine the destiny of the peoples would continue.

Participants declared their intention to frustrate the occupation methods of the Turkish state in Syria, to implement the decisions of the Conference on the Liberation of Afrin organized in Shehba and to fight for the return of the people to Afrin.

Emine Omar and Riyad Derar were elected Co-Chairs of the Council, Ilham Ahmed the Chairperson of the Executive Council of the Council. 41 members were elected to the board of directors, 20 of them women. The members of the commissions of the Council will be appointed at the first meeting. The members gave their word to follow in the footsteps of the martyrs for democracy and freedom and to work for the construction of a decentralized, democratic Syria."
