Peoples’ Assembly of North-East Syria presents six principles for Syrian Constitution

The Peoples’ Assembly of North-East Syria presented six principles for a future Syrian Constitution and expressed its readiness and willingness to participate in the dialogue and reconstruction process.

The Peoples’ Assembly of the Democratic Autonomous Administration of North and East Syria (DAANES) presented six principles for a future Syrian constitution, which were derived from the experiences of the autonomous administration. The declaration on the current political situation and the preparations for a new Syrian constitution was made in front of the building of the Autonomous Administration in Raqqa. It was read out in Kurdish and Arabic by Ibrahim Esed, co-chair of the Ecology Committee of the Autonomous Administration, and Sîham Qeryo, co-chair of the People's Assembly of the Autonomous Administration.

The Assembly announced the following six principles for Syria's future and the establishment of a democratic state:

1. Preservation of Syrian sovereignty

This principle is currently being violated by the Turkish state and its militias. Turkey's attacks on the Tishrin Dam and other Syrian territories are a clear violation of international law and Syria's sovereignty, and are an attack on the Syrian people. The government in Damascus must fulfill its responsibility and take measures to end the occupation and to act against attacks on Syrian territory. The areas under Turkish occupation must be liberated so that the original population, who were forced to flee and are living in camps, can return to their homes.

2. Protection of citizens: preventing a new civil war

The ongoing violence and crimes in various parts of Syria pose a significant threat to the lives of citizens and could trigger a new civil war with disastrous consequences for the future of the country. The government in Damascus must take urgent measures to protect its citizens.

3. Inclusion of all Syrian population groups in the National Dialogue Congress

The planned National Dialogue Congress must reflect the will of all Syrian population groups and ensure that none of the Syrian communities are excluded. To ensure fair representation, political and social organizations, as well as ethnic, religious and cultural groups, should be involved in the development of a common social contract. The participation of popular councils and parties is a crucial factor for the success of this congress.

4. Equal participation of women

Syrian women have played a leading role in the revolution, made great sacrifices, defended their country and faced numerous crises in recent years. Therefore, their participation in the congress should be guaranteed with a quota of 50 percent to ensure fair and equal representation. Women must also make up 50 percent of the representatives in the planned National Dialogue, the transitional government and the constitutional committee.

5. Fair participation of young people

Young people are the backbone of our country and have made the greatest sacrifices in recent years. They must play a major role in shaping Syria's future. Therefore, the participation and fair representation of youth movements in the National Dialogue Congress is essential to ensure their rights in the long term.

6. Formation of a preparatory committee

A preparatory committee should be formed, composed of the above-mentioned forces, to jointly develop the topics of the National Dialogue Congress and to create a roadmap for Syria's future.

Cooperation and responsibility for the future of Syria

The Peoples’ Assembly emphasized that: “Based on our experience, we are ready to work with all parties of the Syrian nation and to participate in the dialogue and the reconstruction processes. Despite all its faults and shortcomings, the experience of the Autonomous Administration has taken a leading role in many areas, highlighted the situation of all Syrian population groups, and created a solid foundation for a new Syria.”

The People's Assembly expressed its commitment to fulfilling its responsibility to promote stability, peace, freedom, justice and democracy: “We declare that we will work to create a democratic national constitution that guarantees the rights of all Syrian population groups without discrimination. Furthermore, we call on all Syrian parties to work together to restore security and stability in the country and to seek dialogue.”

In conclusion, the People's Assembly paid tribute to the heroic efforts of the Syrian Democratic Forces (SDF) and the Women's Defense Units (YPJ), and saluted their historic resistance against the occupation of the Turkish state to protect Syrian territory.
