HSM Headquarters Command said in a written statement on the 23rd anniversary of the international conspiracy that led to the abduction of Abdullah Öcalan: "Kurdish people and the freedom movement condemn with great anger and vehemence the 15 February International Conspiracy against our Leader, to whom we owe everything."

The statement added: "We commemorate with respect and gratitude all our martyrs, who, under the guide of the ‘You Can't Darken Our Sun’ fighters, turned their bodies into fireballs and created a circle of fire around Leader Apo [Abdullah Öcalan], and who gave the greatest response to the conspirators and fell as martyrs following this path for 23 years.

The HSM continued: “The Union and Progress mentality and its successor, the Turkish regime, have implemented a systematic and heavy policy of denial and annihilation against the Kurdish people since February 1925. This policy of denial and annihilation continued in the shape of a multidimensional genocidal attack, from the Eastern Reform Plan to the numerous massacres against the Kurdish people. However, Leader Apo wrote history by organising the PKK and turning the march to freedom into a struggle that turned the unfortunate luck and history of the Kurds upside down. Leader Apo's epic struggle put an end to the genocide against Kurds. However, the international hegemonic powers and their guardian, the Turkish regime, that have always tried to deny the Kurdish people status and identity, and have tried to assimilate them through genocide, never digested the national resurrection and liberation war carried out by the Kurdish people, and organized the International Conspiracy of 15 February 1999. The conspiracy was the peak of the genocidal attack against the Kurdish people, and was named "Black Day" and "Kurdish Genocide Day".

For 23 years, Leader Apo has displayed a unique and historical stance under conditions that no human could endure. This epic resistance foiled the conspiracy. Our people and our movement, which gained strength from our leadership's resistance and stance, ideology and paradigm, also foiled the conspirators' purposes. The determination of the Apoist militants has grown, the loyalty of the Kurdish people to Leader Apo has reached the highest level and the Apoist movement has reached its strongest period.

The Kurdistan Freedom Guerrilla responded with heroism to this process and effectively implemented the Revolutionary People's War strategy by developing the Democratic Modernity Guerrilla in recent years. The resistance led by our heroic commander Comrade Şoreş Beytüşşebap to the AKP-MHP regime, which wanted to make a new move in the conspiracy by carrying out the Garê attack on 10 February, dealt the biggest blow to the Turkish army and ended with the great Garê Victory. The Kurdistan Freedom Guerrilla fought with the Apoist self-defeating spirit of the Şoreşler throughout the year 2021, and carried out a historical struggle.

Each fighter and commander of the Kurdistan Freedom Guerrilla, through their resistance all over Kurdistan, will completely shatter and defeat the International Conspiracy, ensuring the Time for Freedom Campaign to victory. For this reason, without hesitation, without compromising the Apoist lifeline, guerrillas claim their duties with great determination, belief and self-sacrificing spirit.

We, as the Kurdistan Freedom Guerrillas, underline our high determination to fulfil our duties and responsibilities in the struggle to completely break the Kurdish Genocide pressure following the line of the Revolutionary People's War more competently. We will meet with Leader Apo in person in the 24th year of the International Conspiracy. We wish success to all comrades, fellow fighters and our patriotic people in the 24th year of the struggle against the conspiracy.”
