The town serves as a passage area for the ISIS gangs as well as being a location of movement in the organisation of their attacks on Mount Kizwan, Til Temir, Hesekê, Til Koçer, Jazaa and Cizîr areas.
In addition, the town houses a prison where ISIS holds the people it abducts and holds captive.
Liberation of Hawl, which is a key point between Mount Kizwan and Cizîr Canton, means a clearance of the canton from the gangs and blockage of their windpipe in the region.
