First bomb attack targeted a government building in Kirkuk's Atlas neighbourhood while another bomb went off in front of a Hashd Al-Shaabi base.
Security officials say at least 10 were killed and 10 wounded in the attacks.
According to local sources, all of the victims are members of Saraya al-Salam militia.
Kirkuk was invaded by Hashd al-Shaabi and the Iraqi army on October 2017.
