Democratic Society Congress (DTK), Peoples' Democratic Congress (HDK), Free Women's Movement (Tevgera Jinen Azad,TJA), Democratic Regions' Party (DBP) and Peoples' Democratic Party (HDP) released the final declaration of the joint meeting they held in Amed.
The declaration called attention to Turkey's efforts to change the constitution without the inclusion of Kurds, peoples, workers, faith groups and women and under a state of emergency when, again, the Kurdish question is denied; efforts are made to suppress the Kurdish people and their democratic political struggle; deputies including the co-chairs of HDP and DBP, as well as mayors, council members, HDP-DBP provincial and district administrators, thousands of party members, executives of democratic mass organisations, non-governmental organisations, trade unions and press members are jailed; municipalities are seized, numerous TV and radio stations, newspapers, magazines, women's institutions, associations and Kurdish institutions are shut down.
The declaration continued, pledging that the civil and political structures encompassing the Kurdish and all other peoples, identities, faith and societal groups will determinedly continue the struggle for rights, freedoms, peace and democracy despite all the practices of political genocide.
"With commitment to the expectation of our people, we will resist to frustrate the collapse plans and policies aimed for the elimination of our political struggle, we will stand united and side by side stronger than ever to hinder the elimination of our political struggle, and for the building of a future that will enable the achievement of more gains in the name of rights, freedoms, peace and democracy", stressed the final declaration.
The joint declaration emphasised that the only kind of constitution needed in Turkey is the one that secures the rights and freedoms of all the peoples, social segments, faith groups and women living in the country; bases on a administrative – political system grounded on local democracy and social participation; ensures social peace and strengthens the society.
"However, in the current situation, the constitutional amendment that was brought up through an AKP-MHP alliance and passed by the Parliament with numerous irregularities has no potential or capacity to resolve any social issue - including the Kurdish question - and the political administration problem. This is, first of all, an AKP-MHP constitution that does not include all the political structures and is an ethnical, nationalist, monist, gendered and centralist constitution by its very nature. This constitution does not involve the Kurdish people and the society of Turkey, nor the rights and freedoms of the Alevi community, other identities and cultures. This constitution does not involve women and workers. It lacks democracy and recognizes only the authorities of an administration system that becomes centralist and monist under the name of presidency. On the other hand, the problems to be generated by the centralization of power and granting of all authorities by one hand -the president- will bear no consequences apart from consolidating the already existing problems."
The joint declaration by DTK, HDK, TJA, DBP and HDP called for support to the 'NO' stance on the constitutional referendum, stressing that a 'NO' outcome of the referendum will be for the benefit of everyone and the whole society, and will hinder the formation of a centralist, statist, monist, gendered and nationalist constitution based on AKP-MHP partnership.
"Thus, this will give us a chance to form a democratic constitution in which all political structures and whole society participate and in the process of which jailed co-chairs, deputies, co-mayors, party administrators and members, executives and members of democratic mass organisations and civil society organisations and press members can join once they are released, which will involve all identities -including the Kurdish people, all faith groups, cultures, rights and freedoms, and which will produce a resolution to all the social problems."
The declaration also underlined that a 'NO' outcome of the constitutional referendum will mean the collapse of the AKP-MHP alliance and a chance to return to the process of democratic resolution to the Kurdish question, adding: "On the contrary case, the constitution to be formed by AKP-MHP alliance will mean continuation of the concept of denial, elimination and war. For this reason, all the segments that seek peace and resolution and a return to the process of resolution should say 'NO' in the referendum.
The process that should develop after stopping this constitution in referendum should be a return to the table of resolution and negotiations. Our effort and policy will be based on this goal. On this issue, Mr. Öcalan stated during his last meeting that he was still at the table of negotiations and had projects for a resolution.
The priority of this process should be given not to the authorities to be granted to the president but to the resolution of this matter that causes loss of lives on a daily basis, in addition to migrations, humanitarian and economic crisis, and constitutional assurances should be granted to this end."
Calling attention to the AKP's efforts to form the currently debated constitution in order to secure its own future despite all the pains suffered by the people due to the government's re-initiated war policy since 7 June 2015, the declaration remarked that the AKP returned to its historical denial policy and ended the process of resolution after starting a nationalist and fascist alliance of war with the MHP.
"For all these reasons, our people will say 'stop' to this state of affairs and vote 'NO' in this constitutional referendum. We want to state once again that we will resist to the political genocide operations, arrests and repression, and we will enhance our struggle for democratic politics.
We will strongly say 'NO' to this constitution that brings no resolution to any of our problems and does not present a resolution to the Kurdish question, nor involves our rights and freedoms.
We have no doubt that our people will play this historic role for a resolution, peace, democracy and freedoms just like they did in the process of June 7 elections.
We will coordinate like we did in the June 7 elections, and perform our works in the most effective way with the spirit of Mehmet Tunç, Pakize Nayır and Sêvê Demir."
