Parliament preparing a "budget of war", Aydoðan MP

Peace and Democracy Party (BDP) Diyarbakýr MP Nursel Aydoðan spoke to bianet about Gender Budgeting- TCDB discussions during the Parliament's Planning and Budget Commission’s talks for the year 2012.

As the sole woman among 40 members of the Planning and Budget Commission, Nursel Aydoðan says that; “The government needs to experience a change in its perception before arranging a TCDB. However, the structure of the Commission obviously shows that the perception has not changed yet.”

“The budget was mainly prepared like a war budget. It consists of plans as to how many helicopters and public response vehicles will be bought and the ways of collecting more taxes. However, there is not any determination as to how the individuals of the society can benefit from the collected taxes.”

Woman representation is quite low not only in the budget commission but also in the delegations the commission interviewed with, emphasizes Aydoðan and continues as follows; “How sincere could the Finance Ministry be in preparing the TCDB budget while it doesn’t give a seat to a single woman in its administration and decision-making mechanisms despite employing a large number of women stuff?”

Aydoðan adds; “The Finance Minister told me that I as a single woman would be sufficient in the commission when I expressed my views on this subject. It would be a mistake to expect the arrangement of TCDB by a government whose Minister acts with this perception and view.”

Aydoðan remarks that TCDB talks should be performed by the Ministry of Family and Social Policies and the Committee on Equality of Opportunity for Women and Men.

“The commission, which should firstly be changed as the Committee on Equality of Women and Men, needs to do searches on women and present the result of these searches to the Planning and Budget Commission to achieve a recovering view.” notes BDP MP Aydoðan.

“The single woman cabinet minister Fatma Þahin is the name that is supposed to make the best arrangement on this subject. However, the Ministry chaired by her is called the Ministry of Family and Social Policies, which poses an obstacle to TCDB preparations as a mentality that condemns woman to family.

Aydoðan points out that the Ministry of Family and Social Policies didn’t voice any demand during talks for the enforcement of gender quota on women, adding; “The presentations made by Þahin present an attitude which links women’s problems to social policies. This is not a problem that can be settled through social policies alone.”

Aydoðan notes that the budget prepared by Finance Ministry doesn’t consist of promotions concerning a clear expression of the budget rate to be spent for ensuring social gender equality and about the necessity to ensure priority in women employment to enable them to become economically visible.

“The first thing to do is to change the perspective against women and reflect this change in practice as well. This can be achieved by giving seat to women in administration and decision-making mechanisms. Enforcements of gender quota should be implemented to increase the women employment. Despite several modal representations in the budget, a solution has still not been found for this matter.”, ended Aydoðan.
