Turkey confirmed to be one of the countries referred most to the European Court of Human Rights in 2010. According to the final report published by the Court itself, in 2010, some 5821 applications were allocated to a judicial formation. At the end of 2010 the applications referred to Turkey pending before a judicial formation were 15,200 (10.9% of the whole of the applications, which hit 139,650). Before Turkey only Russia has done worse, with 40,300 applications pending before a judicial formation on 31 December 2010 (the 28.9%).
