A new wave of operations has been launched against the Istanbul Metropolitan Municipality, with detention orders issued for 49 people.
A fourth wave of operations was carried out as part of an ongoing investigation into the Istanbul Metropolitan Municipality (IBB). Detention orders were issued for 49 people, including IBB Mayor Ekrem Imamoğlu's Head of Security Mustafa Akın, Chief of Staff Kadriye Kasapoğlu, and KIPTAŞ General Manager Ali Kurt.
Among those taken into custody are: Kadriye Kasapoğlu (Chief of Staff), Mustafa Akın (Head of Security), Ali Kurt (KIPTAŞ General Manager), Arif Gürkan Alpay (Deputy Secretary General), Yavuz Saltık (Head of Neighborhood Relations Department), Ziya Gökmen Togay (ISTAÇ General Manager), Ceyhun Avşar (Head of Rail Systems Department), Altan Gözcü (ASOY Employee), Bülent Yılmaz (ASOY Employee), Murat Erenler (ASOY Employee), Nezahat Kurt (ASOY Employee), Serpil Kadıoğlu (ASOY Employee), Ufuk Tetik (ASOY Employee), İbrahim Bülbüllü (Former AKP Beylikdüzü District Chairman), and Kamuran Ataş.
Statement from the Chief Public Prosecutor’s Office
The Istanbul Chief Public Prosecutor’s Office issued a statement regarding the operation, saying: "Within the scope of file No. 2024/228233 led by our office, and in relation to the irregularities identified primarily in ISTAÇ, KIPTAŞ, and the Road Maintenance Directorate, instructions were given on 23/05/2025 to the Istanbul Police Department’s Financial Crimes Unit for the apprehension, detention, search, and seizure of 49 suspects, including Ali Kurt, Ziya Gökmen Togay, Ibrahim Bülbüllü, Nezahat Kurt, and Mustafa Akın."
