Bayık: Withdrawal process to end unless AKP takes steps soon

In an interview to BBC Turkish service, KCK (Kurdish Communities Union) Executive Council co-chair Cemil Bayık warned that the withdrawal process would end unless the government takes urgent steps for the second phase of the democratic resolution process.

Bayık said that the with the resolution process the AKP government aimed not a solution to the Kurdish question but gaining time for a great war. “We will continue to make an endeavour till September 1, as is currently being done by Kurdish leader Abdullah Öcalan and the Kurdish movement. However, there will be nothing left to do on our side but to suspend the withdrawal process unless the government takes steps till September 1. Should the AKP maintain its present attitude towards the process, the guerrillas who have withdrawn from Turkish borders will in the same way turn back to northern Kurdistan. This is why the government should avoid playing games", Bayık said and noted that the process will not face a deadlock should the government fulfill its responsibilities for the achievement of a solution. He said this would be for the benefit of everyone and warned of dire consequences in the contrary case.

Bayık remarked that the Turkish state, unlike the Kurdish movement, has not displayed transparency in the ongoing process so far.

According to Bayık, the government still has no road map highlighting which steps it will take in which stage.

"We took a risk while initiating this process, just like what we have always done since the first truce we announced in 1993", Bayık said and remarked that this was because Kurdish movement's determination for a democratic and peaceful solution to the Kurdish question.

Bayık commented AKP's attitude towards the peace process as the manifestation of its intention to gain time and to sacrifice the Kurdish side's efforts to the elections to take place next March. According to Bayık, AKP is planning to win the elections by spreading the propaganda that they have ended the bloodshed and war in the country.

Bayık told that the second phase of the process was supposed to begin on September 1 and to last till late October, and that it required steps from the government's side. "However, the Turkish state has taken no steps and made up excuses instead. They do not want to make a move as they are basically readying for war not a solution, he added.

Denying the government's allegations that only 20 percent of the guerrillas have withdrawn from northern Kurdistan so far, Bayık said that the withdrawal process is still continuing, adding that the main purpose of the first process was to ensure the ending of the conflict environment.

Asked about the allegations that more and more youngsters have joined PKK (Kurdistan Workers' Party) ranks recently, KCK co-chair confirmed the allegations and indicated that the government's lack of determination and confidence has made more people join PKK ranks within the resolution process. “These people are joining the guerrilla because they see the war preparations going on and want to secure themselves”, he added.

Bayık pointed out that neither the Kurdish people nor guerrillas counted on the process at present, saying that they have lost their trust in it after seeing that the government has made no moves since the very beginning of the process.

KCK executive also criticized the government for preparing a democracy package by itself and not exchanging opinions with the Kurdish side, Kurdish leader Öcalan, BDP, KCK and the democracy powers in Turkey. “The imposition of a unilateral democracy package and forcing everyone to accept it is an anti-democratic attitude and deception” , he underlined. He said that the government would not have displayed a brutal attitiude towards Gezi Park protests if it had a true intention for democratization in the country.

Bayık pointed out that the government went against democracy, freedom, justice and humanity by not enabling the recognition of Kurdish as a language of education, adding that “Mother tongue is an incontestable right and it is absurd to even discuss this reality”.

Bayık said the government should establish the commissions Öcalan had proposed as the initial step of the second phase. He noted that the establishment of the eight commissions would lead up to the normalization process in the event that they served the solution of the Kurdish question and Turkey's democratization.

Bayık called attention to the importance of improving Öcalan's current conditions and enabling him to see independent doctors, Turkish media, academics, NGOs and politicians. He says they also demand the release of the reports prepared by the Commission of Wise People.

KCK co-chair added that the ongoing construction of dams and military posts, the deployment of soldiers and village guards in the areas left by withdrawing guerrillas and the ongoing imprisonment of Kurdish politicians also went against the resolution process.
