Decree on “Resolution Process” published in Official Gazette

The decree of the Council of Ministers regarding the establishment of a Resolution Process Committee and Commissions for Inter-Institutional Monitoring and Coordination within the framework of the resolution process has been published today in the Official Gazette.  

Referring to the “Law on Ending Terror and Strengthening Social Integration” that was enacted by the parliament on 10 July, the government decree recalls that the law authorises the government with a general competence regarding the process.   

The functions and tasks of the new bodies are said to be as follows:

- Tasks regarding the political realm, political institutions and actors

- Legal arrangements and human rights

- Social programmes

- Economic measures

- Cultural programmes

- Social support and civil society work

- Security and disarmament

- Meetings with the actors that are party to the problem, dialogue and similar work

- Work on the conditions of return, participation in social life and reintegration

- Psychological support and rehabilitation

- Work for informing the public and public diplomacy

The Prime Minister or a deputy prime minister assigned by the PM will serve as the head of the Resolution Committee, while its members will include deputy prime ministers, the interior minister, the foreign minister, the justice minister, the defence minister, the head of the National Intelligence Organization (MIT), and the Public Order and Security undersecretary.

Commissions for Inter-Institutional Monitoring and Coordination will be composed of the representatives from the related institutions under the presidency of a representative having a minimum degree of office as deputy under-secretary from the institution mainly responsible for the related work field.

The government decree also brings legal, administrative and judicial immunity to those taking part in the committee and the commissions.
