The Turkish Economic and Social Studies Foundation (TESEV) in report stated that for a durable and democratic solution for the Kurdish issue urgent legal reforms are needed. TESEV proposed amendments in 17 different laws including constitution.
In its report “Constitutional and Legal Proposals towards the Solution of the Kurdish Conflict” TESEV stated that laws and the constitution should be reconstructed in accordance with the multi-ethnic structure of Turkey. “In several laws regulating different fields in the social life there are provisions referring ethnic Turkish identity which is not compatible with the multi-ethnic structure of Turkey and excluding Kurds and other non-Turkish citizens” said in the report.
TESEV proposed that the phrases like “Turkish fatherland, holy Turkish state, Turkish nation” should be replaced with phrases referring no ethnic identity, like ‘citizens of the Republic of Turkey’ instead of ‘Turkish nation’.
TESEV while proposing amending the initial provisions of the constitution which are immutable stated that 16 other laws including penal code, anti-terror law, law on political parties, law on national education and law on business should be amended.
