ISIS children throw stones at security forces, chanting slogans in favour of the “Islamic State”

Especially the orphans in Hol Camp live in a lack of prospects and without adequate care. Thus, neither the traces of ISIS indoctrination nor the traumas of war can be effectively combated.

The Internal Security Forces in North and East Syria Region launched the third phase of ‘Operation Humanity and Security’ in the Hol (al-Hol) Camp in Hesekê on January 27. The campaign seeks to pursue ISIS terrorist cells, eliminate their strongholds, and capture individuals and collaborators involved in terrorist activities, attacks and spreading extremist ideologies, especially among children. The operation is also participated by the Women’s Defense Units (YPJ) and Syrian Democratic Forces (SDF), supported by the international coalition against ISIS.

29 members and supporters of ISIS have been arrested during the ongoing operation. As part of the third phase of the operation, searches were carried out in the Muhajîrat section, known as the most dangerous section of the 8-sectioned Hol Camp. Responsible for indoctrinating the children with ISIS ideology are the structures set up in the Muhajîrat section by ISIS supporters loyal to the line. Here, female jihadists also set up the Hisba force, modelled on the so-called Al-Khansa Brigade (Liwa al-Khansa), the ISIS religious police for women. This force repeatedly commits atrocities against people who do not adhere to the ISIS’ norms of behaviour.

As the operation continued on Monday, the children of ISIS gangs in the Muhajîrat section gathered around a fire, showing the knives in their hands and shouting slogans such as "Islamic State exists and is spreading" and "Islamic State will come". The children of ISIS gangs attacked the Internal Security Forces with stones.


Since the dismantling of the territorial rule of ISIS in March 2019, the Autonomous Administration in North and East Syria (AANES) has been confronted with more than 10,000 imprisoned ISIS mercenaries from around sixty different countries. Around 2,000 of them come from Western countries. In addition, the Autonomous Administration is forced to house tens of thousands of family members, some of whom are very indoctrinated. More than 50,000 people are currently housed in the Hol camp near Hesekê. Most are from Syria and Iraq, others from Europe, the Caucasus, North Africa and the Middle and Far East. About half are minors, and many of the children are under twelve years old and are indoctrinated in Islamist ideology. This makes Hol one of the most dangerous places in the world.

But instead of taking on the ISIS problem with global responsibility, the entire burden, both in economic and logistical as well as security terms, lies solely on the shoulders of the autonomous administration. As before, hardly any country is willing to take back its nationals and their families imprisoned for war crimes in the name of ISIS - despite the main burden of north-eastern Syria already borne in the fight against the terrorist militia. Meanwhile, the new ISIS generation in Hol continues to grow. With an average of 50 births per month, the camp is a veritable hotbed for jihad. Most of the births take place in the so-called Annex - a special wing where more than 7,000 foreign women and children are interned. It is known that young people are smuggled into the wing and father children with particularly radicalised ISIS women. In order to stem the breeding of the next generation of terrorists and to counteract the indoctrination of children and minors, particularly dangerous youths are rehabilitated in two rehabilitation centres in the camp to lead them out of the spiral of radicalisation.

AANES announced on 10 June 2023 that it would begin the trial of foreign ISIS members in its own people's courts. This follows years of unsuccessful appeals to the states of origin to set up an international court to punish the crimes committed by ISIS. Remarking that the trials will be in accordance with international and domestic laws on terrorism, AANES said: “We are still insisting on our request to the international community to respond to our demands for the formation of an international tribunal. In this context, we call on the International Coalition to Defeat ISIS, the United Nations, relevant international human rights organizations and local organizations to engage positively, be present and provide support during all stages of trials.”
